This flag is quite old and may not be needed any more, we might just be able to default it to true always.
This is a spinoff from bug 1645937.

Actually setting it to true on Android breaks the setVerticalClipping API stuff used by the dynamic toolbar. I'm gonna morph this bug to be a bit more general to make sense of this flag and document what it's doing and when it should be set and so on. It seems important enough to be documented better.
Summary: Try getting rid of mAddClipRectToLayer in nsGfxScrollFrame → Make mAddClipRectToLayer in nsGfxScrollFrame make more sense
