Attempted connections using Netscape Communicator 4.79 and IE 6.0.2600.0000 are
served a page from the site owner proclaiming "technical difficulties".

I am using Mozilla 1.0 Build 2002053012. I closed Mozilla and the problem was
repeated. I rebooted my computer and the problem was repeated.

Also, connecting to this site via "http://www.paclaims.state.pa.us/" brings the
same error in Mozilla, but IE6 and NS4.7x allow that page to be viewed.

I have identical result using Moz BuildID# 2002-08-26-04 and IE.  So, there's 
nothing wrong with Mozilla.  Also, the error message you saw is from the server 
at the website location, not Mozilla or IE or Netscape Naviagor.  That website 
is having problem with the SQL server, so it is not our problem.

This site shows same error with IE 6. Nothing to do with Mozilla.

Ah!  So, thanks for the tutorial!  I didn't know I can re-open the bug to 
change it from "WONTFIX" to "INVALID".  Thanks!
