Even if you delete the language, it is not actually deleted

Steps to reproduce:
I installed Chinese languages used to display menus, messages, and notifications from Firefox. Then I deleted it.
Actual results:
It doesn't really delete it. As you can see in the images, it disappears in the popup for adding and deleting languages, but it remains in the screen to improve the language. And I can still switch to the Chinese UI. When I restart, the Chinese UI is actually displayed.
Expected results:
The deleted language should actually be deleted.

Can you open about:support in the address bar, and attach here (as a file) the text you get from "Copy raw data to clipboard"?
Which version (language) did you download originally?

I realized we already have a bug on file for this (bug 1469690).
The list that you see in the dropdown is the list of locales that are available on your system. When you add Chinese, a language pack is installed, and Chinese is added on top of your requested locales.
The secondary dialog allows you to set the locales that you want to use, and in which order. When you remove one, right now it's only removed from the list of "requested locales", but the language pack stays on the system. Therefore it remains available in the first dropdown.

So the only way to remove a language pack from the file system once installed is to recreate the profile? It's not very convenient.

No. Just go in about:addons, click on the Languages tab and remove the Chinese language pack.
I understand. It was hard for me to intuitively understand what the remove in about:preference does.
It's counterintuitive that a language pack must be uninstalled in a completely different location than where it was installed. If it can't be uninstalled where it's installed, I think some explanation should be given to improve the user interface.
