It's used to get the CSP and base URI for about:blank, but it may do unexpected things after a process switch.

In the cross process case, we don't want to be inheriting attributes onto the initial about:blank, as it's acting as a dummy document which should never be visible to the web. Closing as I don't think we want to change anything here.
