STR:

  1. Clear Fenix from tab tray
  2. Open slower loading custom tab in Fenix
  3. Quickly press menu and stop loading (a bit tricky but it's before paint happens)
  4. Press reload

Expected:
Session reloads

Actual:
Dead/not drawn tab that can never load. Reloading does nothing. Session progress is 100%.

Can also repro in Reference Browser.

I commented on the github issue that I think Fenix needs to handle this case, as GV is performing as expected.
