I think we settled this. We show a close button on mouseover. Clicking it exits search mode and re-queries the user's search string. The only thing left to figure out is whether we want a hover state on the button. We added the pref browser.urlbar.experimental.searchModeIndicatorHover to experiment with that.

I verified this issue using 82.0a1 (2020-09-14) on macOS 10.13 and Windows 10 x64.
