I use CSS driven menus with my homepage, which works great under mozilla 1.0,
but after I upgraded to mozilla 1.1 the menu-windows are lacking the bottom line
in some of the menus. If you hoover over the 'my links' the menu-window will
lack the bottom line, where hovering over 'mathematics' will give the correct
bottom line. It worked under mozilla 1.0, and I've used www.w3.org to validate
my css, so it should be correct.
I can reproduce this if I use text zoom to try a bunch of font sizes... looks
like a rounding issue.

Yes, and not only borders are affected. Text decorations are affected too. See

and hover over the three links. Sometimes a part of the line remains.

I don't see the problem you mention with the underlines.  If you still see it,
please file it as a separate bug.
