Borders created by using style "border-top: solid medium navy" extend over an <iframe> on the right of the page. URL points to my personal bookmarks; I'm attaching a minimal example.

they extend _under_, not over. The iframe's background is transparent by default. Given that the iframe is floated, this is correct behavior. If you set the background of the iframe to white, the borders will no longer be visible.
