Scope of this bug is to

a) Add fluent strings used in default multistage about:welcome experience in onboarding.ftl
b) Add default multistage config value to browser.aboutWelcome.overrideContent to ship multistage about:welcome experience to 100% users

Advantage of using browser.aboutWelcome.overrideContent pref to rollout to 100% of users is in the event of an incident, this feature can be pref'd off via a Normandy pref rollout by setting browser.aboutwelcome.overrideContent as empty string
