At some point on Windows I stopped being prompted about installing/updating evolve. It turns out that it was considerably out of date and I had to pull it myself.

This is strange: After pulling evolve manually, I am now being prompted once again.

On Windows these two paths end up with conflicting forward/backward slashes,
so the paths do not compare correctly.
We fix that by normalizing users_evolve_path and evolve_config_value prior
to comparing them for equality.
