about preferences freezes the whole UI

Steps to reproduce:
I opened about:preferences
Actual results:
The whole UI froze for 25-30 seconds.

This does not happen on a fresh profile so I can't run mozregression.
I attatched the about:support data. Not sure what is messed up about my profile.
Expected results:
It should not freeze

In the profile I reproduced the problem twice. Basically when you don't see a new tab page in the print screen, the UI was frozen.

Can you open about:addons and disable the English (en-US) language pack in the Languages pane? You should remove it completely.
Do you remember how you installed that language pack in the first place?

I use Romanian locale. I need Romanian and English dictionaries. I usually go to the dictionary/lang pack page and install both of them for EN US.

A few notes:
- You shouldn't be able to install the language pack via AMO, those are not designed to work for Nightly, unless you force them (and that's not trivial). If you were able to do it, that's a bug (and the only one I'm aware is bug 1646016).
- Dictionaries can be installed, and are completely separate from language packs.
- If you need Nightly in a different language, you need to install the localized build https://www.mozilla.org/en-US/firefox/all/#product-desktop-nightly, and maintain more than one install if you need both.
