The About window should be listed in the Window menu when it is visible, in case
it's hidden behind another window.
Reproducible: Always
Steps to Reproduce:
1. Open a Chimera window
2. Access "Navigator/About Navigator"
3. Bring the first window to the front, hiding the About window
4. Access the Window menu
Actual Results:
The About window is completely hidden from the user, being behind the browser
window and not listed in the Window menu.
Expected Results:
The About window should have been listed in the Window menu so the user knows
it's still visible.

Ping.
Finder does not do this in Tiger. Not sure about other platforms, but it's not
longer standard.
Mike, can we WONTFIX this? Seems more reasonable.
Other apps don't do this in 10.3.9, either (Safari, Stickies, TextEdit).
I bet the only reason Finder 10.3 did it is because it was a "full" window with
a title. None of the other About windows have titles.
Is Camino's About window no longer a real window in recent builds? In 0.8 it
sure still is.

Define "real" window. Yes, in Camino it is, in theory, a "real" window, however,
the Finder's About window in 10.4 is a "real" window but isn't listed in the
Window menu. We're following this.
