Note there are other issues that seem to stem from mixed text and bytes in the label-to-taskid
dict that I didn't fix in the attached patch. So if we land the above first, I'll leave-open this bug.
These failures also suggest a lack of test coverage in the optimize module which I also didn't have a chance to fix.
