1650094 - Use BoxModelHighlighter for XUL document

Bug 1648161 is introducing a workaround for bug 1594587, while using this workaround only for the Accessibility highlighter.
But Yura proved that this same workaround could actually be used for the BoxModelHighlighter! So that we can use the same highlighter as web page in XUL documents. We should finally be able to remove the SimpleOutlineHighlighter.
