New window's won't open if something is downloading currently.

When Mozilla is downloading something and all other browser window's are closed
except for the download process you cannot open a new window, either with the
new window key shortcut, or with the menubar. The menubar, except for the man
"Mozilla" option is unusable, no menu's appear. You can force it to make new
windows by clicking on links in applications and/or passing it on from other
applications.
Reproducible: Always
Steps to Reproduce:
1. Download something, using the download window not the download manager.
2. Close the browser window.
Actual Results:
Unable to open a new browser window.
Expected Results:
Opened a new browser window.
