build 98112420, "Nov_24" on winnt 4.0 and windows 95

this is kind of convoluted, but it happened, i swear.

it's best just to dive in.
1. launch a fresh version of xpviewer.exe
2. click on the home button.
3. lick on the link on the far right egde of the screen, with the text
   "Take your shot at $25,000"
4. after it is done loading, click on the back button.
   ( if the back button doesn't work, that is a known bug, #1586. the
     workaround is to bring the focus to the location bar as if you were
     going to add text to the url. then hit the enter key. now the back
     button appears, so click on it.)
5. Nothing happens the first time you click back.
6. The second time you hit back, the url is replaced with "http://promo1.html"
   which doesn't exist and is ignored.
7. The third time you hit back, you actually go back. but promo1.html is still
   in the history. This is kind of bad. I have not been able to find any other
   instance of this problem.
