1652681 - Auto zoom when opening graphs view

when opening a graph from alert view a big graph with the full scale is available.
if we click the "legend graph" a zoomed graph is generated with a smaller "scale"

STR:

1. Open: https://treeherder.mozilla.org/perf.html?#/alerts?id=26481
2. click on any alert graphs button to open graphs view
3. Observe the both graphs and their scales
4. click the upper smaller graph(legend graph)
5. Observe the both graphs and their scales

As default we should see the both graphs form case 5. with a zoomed scale in the graph
