Confirming issue happens with OS X 10.1.4 too. Not a 10.2 only problem.
Stranger and stranger... If double-clicked, the image loads in the browser as expected (with gif/png/jpg extension), but if dragged into window, shows up with .webloc extension and does not load. Still, when double clicked, it is only loading the image from its original location, showing that the image itself hasn't been downloaded. Shouldn't dragging a nonlinked image to the desktop be the same as Right-Click -> Save Image...? But then, what to do with dragged linked images? Save the link or the image? Ack, inconsistency.

Image dragging was fixed in bug 187983. The remaining issues in this bug will be fixed by bug 172044, so duping. *** This bug has been marked as a duplicate of 172044 ***
