When you make a form button real tall, Mozilla does not v-align
the label correctly... as do Communicator and IE on Windows and Linux.
-> HTML Form Controls, a quirk mode thing I suppose.

Doesn't seem like quirks to me.  There is no spec that applies to this, and
while we *could* mark it WONTFIX I think it makes sense to show it in the
middle.  It looks better.
