I get a flickering graphical error in TH on 80.0a1 (2020-07-16) , please see attached video, at the moment when I click on the file a new bug button.
The error shows up randomly, I don't know exact steps to reproduce.
I've also restarted nightly, and my work station, and it still shows up.

Do you recall seeing this in earlier builds? Could you try Mozregression to find a regression range?

No, I haven't seen this in earlier builds.
Unfortunately Mozregression doesn't work for me.

I used an older version of mozregression and this is the result.
The most common thing I used to repro is hitting the file new bug button on a failure.

bug 976669 seems unrelated.
The bug at 12s looks related to bug 1653420.

I didn't saw the issue on the url status bar in the lower part of the page. I reproduced this withing the TH page. The overlap was on push/revision information, always at the top of the page, below the bookmarks toolbar.
@Jessie, as an fyi, I didn't see this in the last shift. Will see tonight if it occurs again.

a) macOS bug 1653283 looks similar to this Win10 bug. Apparently it was fixed by backout of bug 1640960. Only macOS regressions have been reported for it so far.
b) Win10 regressions of bug 1650984 mostly have wrong opaque tiles: Only bug 1653420 (https://youtu.be/eL_OsztCTLc) has some transparency similar to this bug.
