Most of the proposed Background Update Agent is platform agnostic, but some bits (task scheduling, background fetching, etc) are OS-specific. This ticket tracks those OS-specific bits for macOS.

Mostly this provides a place to drop notes and things for consideration as we flesh out a plan for a background update agent on macOS.
