I can reproduce the same just pressing ESC when the urlbar panel is open. It sounds like a general problem with the closing animation.

I can’t reproduce the issue anymore on the latest Firefox Nightly 80.0a1 (20200719185002). Adding regression range and fix range.

I expect this to be related to either layour or graphics perf. Of course frontend can workaround the problem but should be first verified on the graphics side.
It's good if it was fixed already, moving to graphics for verification.
