Eng team will work on this with all the UX papercuts later.
However, Zibi raised a good point during our triage. He's concerned that the effect makes it look like the card number is being downloaded from the website. Hence it could raise users' concern about the card security. Any thoughts around that? You can also discuss this when you get a chance. We are not in a rush to make a decision yet.

Ran some tests around that area today and was under the same assumption.
One more thing that I'd like to raise attention at, is that with the current implementation(80.0b3), the control buttons under the CC-numbers are added to the fade-in animation.
As per the demo above, it looks more consistent with the menus in the browser being solid and exempt from fade in/out(s).

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
