Steps to reproduce:
- Open Firefox 78.0.2 on macOS 10.15.6.
- Turn on full-screen for Firefox.
- Right-click on any extension's icon in the toolbar.
Actual results:
Only two options show up: "Hide Toolbars" and "Exit Full Screen Mode".
Expected results:
The contextual menu for the extension should show up. It does show up when not in full screen mode; it does not when Firefox is running in full screen mode. This seems to affect all extensions that I've tested so far.

The issue is still reproducible with Firefox 88.0a1 (20210311093001) on macOS 11.2.3 while following reporters' steps. While in fullscreen mode the extension context menu is not displayed. This is also reproducible while having full-screen-api.macos-native-full-screen:true.

I'm able to produce the same result in 88.0a1 (20210315091836) on Debian using the i3 window manager with full-screen-api.ignore-widgets:true and after toggling Firefox to be a fullscreen container. The issue persists when the container is no longer fullscreen.
