Details

Using the builds of, say, the last week or so - mozilla only loads the browser component; if mailnews is set to be the default component opened on startup, mozilla will be stuck at the splash screen with a memory footprint of ~13MB (normally ~26MB on my machine). If you start the browser first, then try starting mailnews - there is no response (although browsing works fine). Will try to confirm this on my Win98 later today.
