Clearly indicate if the bookmark manager dialog's filtering search field is global or specific to the selected folder

Steps to reproduce:

Open the bookmarks library management dialog (ctrl+shift+O)

Actual results:

The filtering search field's placeholder text is labelled simply "Search Bookmarks" (when it's not "Search History"). The problem with that is that it's really unclear to me (and probably other users) whether that search is always global, or whether it takes the selected folder into account as a search domain. I still don't know to this day.

Expected results:

Its placeholder text should be labelled "Search All Bookmarks", and if it takes the selected folder into account, then that placeholder text should be dynamically changed upon folder selection to reflect that (ex: 'Search Bookmarks in "%s"' % selected_folder_name)

Originally User Experience felt "all" was not adding any useful information. On the other side we have "Show All Bookmarks", so that's not coherent.

Searches are always global unless specified, anyway.
