Moving libwebrtc into third_party means that we will need a vendor script to cull the unused files. To allow people to point an out of tree copy via bug 1654150, it is important that this script be able to vendor into a directory outside of third_party, even if it is only able to do so into the directory set in the environment variable.

This adds a script to vendor libwebrtc and chromium/src/build from upstream
Google or GitHub repositories as well as from local repositories.
