Verified-fixed on latest Nightly 81 and Beta 80.
On Nightly the signon.capture.inputChanges.enabled is enabled by default while on Beta 80.0b6 is disabled by default.
Please note that on Relese version 79.0 it is still set as True but V2 Doorhanger is not functional since the code for it did not land in Release 79 and the upcomming Release version 80 is to honor pref off from Beta 80.
