Following up from our FxA Fenix Auth retry loop postmortem on missed metrics...it seems that since we're migrating right now and 401s are expected, we simply ignore them.

Let's set a threshold based on migration duration that we can use to ignore 401s and then setup alerting around them afterwards once we've passed that threshold.
