"reopen in container" should either be "open in..." or actual reuse the same tab

Not sure which component this goes in, but right now "reopen in container" is phrasing that suggests the tab is going to reload, but "containerised". Instead, picking that option opens a new tab, which is rather counter to expectation.

Can this phrasing be changed to "open in new container" or something similar to make it clear this is going to be a new tab, rather than recycling the existing tab, OR the phrasing be kept as-is but then actually reuse the existing tab?

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
