Bookmarks Toolbar is empty, even though Library (Ctrl+Shift+B) and Bookmarks Sidebar shows the Bookmarks Toolbar is full.

Steps to reproduce:
It just happened someday. I don't remember if it was there or after a Firefox restart. Follows a full narrative.
Sync is on (all items except "Open tabs").
Currently 4 sync members: 2 desktops (Windows 10 2004 Pro) and 2 Android devices.
All my desktop bookmarks are inside "Bookmarks Toolbar" who is always shown.
AV is Windows default. Actually, I reactivated the "Potentially unwanted app blocking" after last Windows update (less than 1 week) because Windows Security offered me to do so (I disabled it once upon a time, but see further).
My Addons:
Cisco Webex Extention
Cookie AutoDelete
SingleFile
FireShot
Tampermonkey (though no installed scripts)
TitleURL (show URL in window title)
uBlock Origin
I disabled one by one, and restarted Firefox in between, verifying Firefox was really shutdown (procexp64.exe). Result was the same: Toolbar empty and Library full.
Then I disabled the "Potentially unwanted ..." AV setting and made a Windows restart. Nothing.
Then I tested it in Safe Mode. Nothing.
Then I signed out of Sync (restarted Firefox). Nothing.
At least I could use Library to export my bookmarks. Yes, bookmarks.html is full.
All these occured/tested in 1 desktop (home over this weekend). I don't know what I'll see at work.
I also tried:
Show/Hide Bookmarks Toolbar, many times;
Restart Windows, some times;
Actual results:
Bookmarks Toolbar is empty (it was full of bookmarks).
Expected results:
Bookmarks should be in the Toolbar.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.

Please could you try right-clicking on the main toolbar, selecting "Customize" and then see if "Bookmark Toolbar Items" is displayed on the bookmarks toolbar.
If it is not, see if you can find it and drag it back, or try selecting "Restore Defaults".

"Bookmarks Toolbar Items" was not shown in the bookmarks toolbar area which was an empty dashed rectangle.
BUT it was displayed as a customized item. I dragged it to the toolbar, "Done" and bingo! Solved.
I reactivated all Addons and Sync. Sync is working (I tested with bidirectional bookmark changes). All working.
What is your guess? Did I misconfigured it somehow?

Not sure, I'm going to move this across to our Customisation component as there may be something that team knows about.

At work I see no issue. It really seems I somehow misconfigured it at home. But I don't remember customizing anything.
When Firefox Quantum was launched my evaluation was bad (many instabilities). I changed to Chrome... until January this year (a friend told me it's pretty stable nowadays). Then I tried and I've been using Firefox heavily (many open tabs, the same Addons, many restarts) in both home/work. It is rock solid. I very good surprise.
I can no more suspect it is a bug. I am withdrawing but I am still available if needed.

Just to let you know I ran into the same issue on my Firefox Nightly installation just now. I don't actively use this installation but it also had ended up with an empty bookmarks toolbar. The only customization I ever did on it was removing the flexible spaces left and right of the address bar when this was first introduced and otherwise I just irregularly updated the browser; I only use it to occasionally test web compat issues.
I wanted to actually bookmark something now on it and use the toolbar, but found it mysteriously empty just like the original poster - checking in customize it had the same issue that bookmarks toolbar items was not slotted in. I re-slotted it to fix it.
Unfortunately I don't know when or how this went awry, but it happened while nothing odd was ever done in terms of customization. I have 0 add-ons in this installation.
