Details
To reproduce:
1. Click a link to a non-Latin-1 URL, which'll point to a file which Mozilla
would prompt you to download (e.g. a file of type application/octet-stream).
2. Download it.
3. See the entry for the completed download in the Download Manager.
4. Select this entry and try "Remove from list".

See testcase demonstrated in the URL. Due to the nature of this bug, I couldn't
reproduce the same effect by attaching the testcase.

Same problem happens in Download manager under BeOS
(Mozilla/5.0 (BeOS; U; BeOS BePC; en-US; rv:1.2a) Gecko/20020913)

WFM with builds 2003012208 and 2003012304 under Win NT4 (German).
This bug seems to be fixed by the patch to bug 189301.

still valid ?
*I have a related testcase: is it this bug or another, or should I file a new one ?
1. Load <about:> page (any page/file will do actually)
2. Use 'Save Page As', and include one of 'йизащц...' (any character with an
"accent") in the name part
Result: In Download Manager, 'Remove from List' and 'Show in Explorer' works,
but 'Launch File' is greyed (and unusable) for that file (only) :-(
