I believe there is a problem with the RTX based bandwidth probing. In my testing, I'm only seeing RTX packets received after a NACK has been sent.

I've heard from Jitsi that RTX based bandwidth probing is working fine from their end. I retested today and I'm seeing HD video connecting from my laptop to my desktop. I've previously only had LD video when testing in that configuration. More investigation is required, but it is possible this has been fixed.

I ran a test call with Nico on Nightly, I was getting 1280x720 from him, and he was getting 640x480 from me. His resolution increased after the call started, so I think bandwidth probing is working. We saw similar performance on a Meet call right after the Jitsi call ended.

I checked with Jitsi and they have no recent bug reports and are also seeing HD video. I'm going to call this "worksforme". We can open a new bug if we see new problems being reported.
