Turns out most of the remaining weird errors we saw in #24812 are HTTPS
tests. Our 10-year self-signed certs are violating a new requirement in
macOS 10.15: https://support.apple.com/en-us/HT210176

Regenerate the certs with a shorter validity period (800 days, shorter
than the maximum 825 days allowed on Catalina).

Also fix an error while regenerating the certs by removing the
hard-coded HTTPS port from config.json (we now need two instead of one
HTTPS ports; using the default should be fine here).
