Steps to reproduce:
Put the english dictionary (or any other web extension) from https://addons.mozilla.org/de/firefox/addon/us-english-dictionary/ as file @unitedstatesenglishdictionary.xpi into the global extension directory of the thunderbird 78.x/78.1.0 installation directory. Start TB (also with a new profile after removing %APP_DATA%/Thunderbird).
Actual results:
The extension is not loaded/detected, as if it was not there.
Expected results:
The same with TB 68.x is no problem. Also using the personal extension directory in the profile, i.e. manually placing the file into it, and then loading TB 78.x loads the extension as desired and asks then via an hint/the hamburger menu to activate the extension. Then it works as desired.
The global extension directory should not be ignored in TB 78.x, as othe user accounts on the machine (tested only windows) should use the same extensions.

Hi Donald.
"sideloaded" extension installation is no longer available as of Thunderbird version 78.
