Steps to reproduce:
Open Tools | Account Settings.
Unfold accounts so that a scrollbar is needed to display them.
Observe the scrollbar.
Actual results:
Scrollbar is blinking (flashing). See attached MP4.
Expected results:
Scrollbar should be visible while scrolling, and hidden otherwise.

No I don't. I checked with 80.04 on both operating systems.

Just a note: flickering still occurs on Thunderbird 91.2.1.

Still can't reproduce using versions 91.2.0 from Fedora, 91.2.1, 94.0b4 or 95.0a1 from Thunderbird on Fedora 34.
