1657194 - Newtab page is unresponsive on first open with multi process debugger

If I open a build with --jsdebugger --temp-profile the first page is not responsive, I see a regression that seemingly caused this which is https://bugzilla.mozilla.org/show_bug.cgi?id=1633727

It's probably similar to what I am seeing in https://bugzilla.mozilla.org/show_bug.cgi?id=1657059
Opening the multiprocess browser toolbox while a tab is loading can block the tab since Bug 1633727 landed.
