1657221 - [esr78] Pin l10n-changesets.json to pick up OpenPGP strings

After the strings have had a chance to get translated l10n-changesets.json on esr78 will need to be modified to use those changesets.
The idea will be to take the l10n-bump changeset from beta and uplift it.

1. Do l10n signoffs for beta 80 on merge day
2. "Uplift" l10n-changesets.json - make sure no locales accidentally get removed

For posterity, here is the resulting patch for esr78.1.1.
I produced this by running the l10n-bumper task on comm-beta to pull in the latest signoffs (including a few that have completed OpenPGP translations) and then updating the l10n-changesets.json file on comm-esr78 with the new changesets.
It's not a copy from beta to esr78 because there are two locales that are being removed post esr78.
