Doing some testing today I noticed that the credit card sync option wasn't visible in Preferences. Turns out there are two preferences here -
services.sync.engine.creditcards - user pref that enables credit card sync
services.sync.engine.creditcards.available - enables the option for credit card sync in Preferences
While we do not plan to flip 'services.sync.engine.creditcards' to true by default, we need to flip the other pref to true by default to get the option showing up.
