• Have a new clean Firefox Profile created.

[Steps to reproduce]:

1. Start the Firefox Browser with the profile from prerequisites
2. Click the “Start Setup” button.
3. Observe the displayed Top Sites section.

[Expected results]:

• The Top Sites have a name underneath.

[Actual results]:

• Only the image of each individual static Top Sites is displayed.

[Additional Notes]:

• Attached a screenshot of the issue.

We're going to run this past UI, but we actually had this set up in a previous version and can turn it back on with a small change. It would look like this:

This comment is on the patch as well, but I'll put it here for clarity: we'll plan to compare engagement with titles vs. no titles in the about:welcome V4 experiment, so we'll wait to land this until then.

I have verified that the Top Sites from the 2nd Stage of the about:welcome page now have titles underneath their respective tiles on the latest Nightly (83.0a1, 20200922154306) and Beta (82.0b2, 20200922183749) builds using Windows 10, macOS 10.15, and Linux MX 4.19.
