In bug 1563564 I added a new build artifact that contains Normandy metadata that is made at build time. The method I used there doesn't work under cross compilation, so it is only generated for some platforms. Additionally, I am told that it makes certain kinds of crashes harder to debug.
This should be a Taskcluster task that runs independently of the build so that errors can be more closely localized, and so that it can run on the target platform instead of the builder platform.

WONTFIXing this because Normandy is in maintenance mode and it seems likely that the metadata is not being used, and so can be removed from the build.

The metadata has not been removed from the build yet, is there a bug on file to do that, and should we go ahead?
