1657856 - Ensure we have builds for mozregression on all autoland pushes

After bug 1657097, we might not have an opt build for all autoland pushes.

RyanVM raised a point: we may not be able to fully bisect within a given autoland range anymore.

Should we ensure we have an opt build for all major platforms for bisection purposes? Do we need full bisection capabilities or is it acceptable not being able to bisect between a few autoland pushes (currently, we are guaranteed every 10 we will have all builds)?

My uninformed take is that it feels like the cost of always running builds just in case someone wants mozregression, seems not worth the benefit. If it's truly needed, one could always Add New Jobs the build and then run mozregression.
