Hi Jared,

IIRC, the distinction of bookmark menu vs. toolbar simply doesn't exist for 360se back then. The same set of bookmarks & folders are shown in both places. It was described as toolbar bookmarks in the code mostly because that's where we want to import them.

With data migration being prominently featured in the new multistage about:welcome again, we do plan to restart our manual testing of more up to date version of 360se, and see whether any updates should made to the migrator.
