Regression caused by (bug #): never worked
User impact if declined: web pages using blob: urls won't work properly. Probably not such a common thing, but conceivable it would be used somewhere.
Testing completed (on c-c, etc.): yes
Risk to taking this patch (and alternatives if risky): it's content policy, so should bake for a while. But very confined still.
