Add link from Private Browsing to VPN

Last week we had a brainstorming meeting for ideas for commercial privacy & security product ideas to integrate and/or cross-promote products.
The top idea was to add a link from about:privatebrowsing to vpn.mozilla.org. Wennie ran the idea by Adam and Selena and got an okay to start with a link in Nightly, quickly measure the effects, and iterate on that.
I’m thinking we do something simple like Opera’s “Need more privacy? Turn on VPN” link on their private browsing page (below).
cmore gave us this link with utm params to designate the traffic from PBM:

I'll reiterate the concerns expressed in bug 1655075
AFAIK we don't have a way to only show this for specific regions? Send and Monitor are available globally, Mozilla VPN isn't, so I'm not sure it's great to promote something that users can't actually use.

Thanks, that's a good point. I'm of the same mind as :adavis says in https://bugzilla.mozilla.org/show_bug.cgi?id=1655075#c5 ...
this is an opportunity for him to grow the waiting list so he can better prioritize which countries to deploy next.
Exposing the VPN to all locales will help us prioritize and target the next ones.

I can't seem to access the wait-list page(s) of the VPN site. What's the UX right now? How can we improve it for people in non-supported locales?
