Steps to reproduce

1. Launch Firefox, set browser.search.widget.inNavBar - true;
2. Access any Page that has an open search engine or autodiscovery embeded

• olx.ro
• bugzilla.mozilla.org
• youtube.com
• facebook.com"

3. Hover over the search engines from the list after adding each one;

Expected result

• no visual artefacts remain after hovering;

Actual result

• separator lines visible after hovering over them;

Regression range

• last good: 2019-09-19;
• first bad: 2019-09-19;
• Pushlog: URL;

Additional notes

• attached recording with the issue;
• S4 as suggested severity.

Set as P5, though if it is a recent regression, we might want to take a look at what's changed.

Updated the regression range in the initial comment.
As a note, from what I noticed; the issue surfaced with the patch which allowed the search-bar to be resize-able.
