This also affects classification of third-party modules in telemetry.

As an example, this crash report's module list is missing signatures for most of its modules. Since most of those modules are system modules, they should have signatures. Something is clearly not working quite right in GetBinaryOrgName.

I don't know whether this is due to a Windows update, or maybe we regressed something, but we should figure out what's going on here.

It looks like this was a problem in minidump-analyzer which was fixed in bug 1696579.
