STR:
- Set Firefox to block "All Third-Party Cookies" in about:preferences#privacy
- Visit https://senglehardt.com/test/dfpi/first_and_third.html
- Observe the console messages
ER: We see several messages under: Request to access cookie or storage on “<URL>” was blocked because we are blocking all third-party storage access requests and content blocking is enabled.
AR: We do indeed see the expected messages, but we also see messages under: Partitioned cookie or storage access was provided to “<URL>” because it is loaded in the third-party context and storage partitioning is enabled.
even though partitioning is not enabled.

Yup, I can take a look at this in this cycle, while I'm working on other dFPI stuff.
