I was able to reproduce the issue following the steps from bug description.
I performed a bisection with following results:

After reading the bug which caused the regression, I observed that this issue is already tracked in https://bugzilla.mozilla.org/show_bug.cgi?id=1659283 so I will mark this as duplicate.
