now that we have greened up many tests and upgraded our moonshots to have similar configs as aws (audio driver, 1803) we can run tests on there.

I would like to migrate suite by suite to ensure stability and that we have enough capacity.

The goal is that we can switch back and forth easily.

The easy solution here is to migrate the virtual setting from virtual->hardware, but I would like to ensure this is on specific branches, or maybe that doesn't matter.

as a note, this is web-platform-tests proper, not crashtest, wdspec, printing, backlog, reftest.
